Human Services Department

Commissioners Foster Coordination of Services to County Residents

The York County Board of Commissioners established the York County Human Services Department in July 1982. The Department was charged to address the need for coordination of human services as identified in the 1981 Coordinated Countywide Needs Assessment and as a mechanism to respond to a variety of human service grants that were being transferred from state to county government for administration and delivery. There is no state legislative framework for the role and function of the Human Services Department as there is for categorical programs, such as Children and Youth Services, Aging and Mental Health-Mental Retardation.

The Human Services Department is active in the community, interfacing with the judicial system, the United Way, other governmental programs and private agencies that comprise the human services network in the county, and working cooperatively in the design and delivery of services.

Primary Roles of the Human Services Department

The Department has two primary roles that it fulfills within County Human Services.

Primary Role:  Provision of Services to the Residents of the County

A variety of state and federal funding sources for human services programs are made available to counties throughout the Commonwealth. In York County staff in the Human Services Department administer those program funds. Staff contract and administer the services, provide fiscal and program oversight, and monitor and evaluate the programs for adherence to regulations and for responsiveness to consumer needs. These funds represent over $3 million in services contracted to area agencies.

The state funding sources listed below by regulation are focused on serving those who have a need for basic services such as food, housing, information, transportation, assistance in obtaining services for a child, and other basic services.  

Primary Role:  Administrative Oversight / Service Coordination of all Departments that comprise the York County Human Services Division

The York County Human Services Division is comprised of the following Departments:  York/Adams Drug and Alcohol Program  York/Adams HealthChoices Management Unit  York/Adams Mental Health/Mental Retardation Program  York County Area Agency on Aging  York County Children and Youth Services  York County Department of Veterans Affairs  York County Human Services Department York County Youth Development Center.
