Purpose/Background: Origin Title II Needy Family Program under the provision of Public Law 98-92 (Dole Bill) History In 1981, The Emergency Food Assistance Program (TEFAP) was initiated to distribute surplus commodities in government storage. Cheese, butter and corn meal were among the first commodities distributed. Currently, TEFAP foods include, but are not limited to canned fruits, juices, beef and pork, instant milk, dry pasta and baking mix. TEFAP is funded through the federal government. In FY 99-00, $8.1 million of food was distributed through TEFAP. TEFAP food distributed in subsequent years is listed on the state web site. Purpose Whenever surplus foods are allocated by the United States Department of Agriculture to Pennsylvania, they are re-allocated to each County Coordinating Agency based on poverty and unemployment levels in their respective areas. Services: Service: DISTRIBUTION OF FOOD TO SHELTERS AND PANTRIES The York County Food Bank, designated by the Commissioners, is responsible for written agreements with over thirty agencies and pantries throughout the county, to ensure that all residents who are in need have access to meet this basic need. Member agencies order and receive TEFAP commodities from the Food Bank. The Human Services Department acts on behalf of the York County Commissioners in the administration of the program and monitoring of service funds. Fiscal Year runs October 1 to September 30 Allocation: $20,690. Allocation among counties is based on a percentage of the state’s poverty and unemployment figures, ensuring equitable distribution of the commodities across the Commonwealth.
